In 2023, more than 340 million people<\/strong> required humanitarian assistance. Nearly 5 billion<\/strong> lack universal health coverage, and one in four<\/strong> experienced catastrophic out-of-pocket health expenses. Global emissions are rising, average temperatures are climbing, and with them come heatwaves, vector-borne diseases, and pressure on food and water systems. It is in this context that the World Health Organization (WHO) has launched its new four-year strategy: \u201cA Global Health Strategy for 2025\u20132028\u201d<\/strong>, the Fourteenth General Programme of Work (GPW 14), adopted at the 77th World Health Assembly.<\/p>\n

This is not just another technical document. It is a strategic compass, an operational agenda, and a call for renewed commitment. It\u2019s also a strong signal to the pharmaceutical industry, governments, and global health stakeholders that coordinated action is not only urgent, but possible.<\/p>\n

A strategy for a changing world<\/h2>\n

The starting point of the GPW 14 is both simple and vertiginous: the world has changed \u2014 and in ways that profoundly impact health. Climate change<\/strong>, for instance, is framed as an \u201cescalating health threat.\u201d The Lancet Countdown<\/em> estimates that 7 million deaths<\/strong> each year are linked to air pollution, 8 million<\/strong> to unhealthy diets, and 3 million<\/strong> to harmful alcohol use.<\/p>\n

Demographics matter too. By 2030, 25% of the global population<\/strong> will live in contexts of fragility, conflict, or vulnerability. Forced displacement affects over 1 billion people<\/strong>. In 2023 alone, the world saw the loss of 5 million children under five<\/strong>, nearly half of them in the neonatal period. Maternal mortality<\/strong> remains stubbornly high at around 300,000 deaths per year<\/strong> \u2014 a figure unchanged in nearly a decade.<\/p>\n

Meanwhile, the burden of noncommunicable diseases (NCDs) continues to grow: 41 million annual deaths<\/strong>, or 74% of all global mortality, are due to NCDs like cardiovascular disease, cancer, diabetes, and chronic respiratory illnesses. One in six people worldwide lives with a disability. 2 billion<\/strong> need rehabilitation. 1 billion<\/strong> live with a mental disorder, and 700,000 people<\/strong> die by suicide each year.<\/p>\n

Promote, provide, protect<\/h2>\n

The GPW 14 sets a clear three-part mission: promote health<\/strong>, provide quality services<\/strong>, and protect people from emergencies<\/strong>. This is broken down into six strategic objectives<\/strong>, 15 joint outcomes<\/strong> (shared across countries, WHO, and partners), and 4 corporate outcomes<\/strong> describing WHO\u2019s specific contributions.<\/p>\n

The six core focus areas are:<\/p>\n

    Responding to climate change<\/strong> as a health threat<\/p>\n<\/li>\n

  2. \n

    Strengthening prevention<\/strong> through action on health determinants<\/p>\n<\/li>\n

  3. \n

    Building resilient health systems<\/strong> grounded in Primary Health Care<\/p>\n<\/li>\n

  4. \n

    Ensuring Universal Health Coverage (UHC)<\/strong> and financial protection<\/p>\n<\/li>\n

  5. \n

    Improving emergency preparedness and response<\/strong><\/p>\n<\/li>\n

  6. \n

    Enhancing surveillance and rapid response capacities<\/strong><\/p>\n<\/li>\n<\/ol>\n

    A theory of change underpins the strategy, emphasizing health leadership<\/strong>, the creation of global public goods<\/strong> (data, research, standards), tailored country support<\/strong>, and digital and technological innovation<\/strong>.<\/p>\n

    A stronger WHO, with a price tag: $11.2 billion<\/h2>\n

    The WHO seeks to solidify its central role in the global health ecosystem \u2014 not only as a technical authority, but as an enabler and catalyst for collective action. To do so, the strategy calls for $11.2 billion<\/strong> in core funding for 2025\u20132028, with $7 billion<\/strong> to be mobilized through a dedicated investment round. The aim is to make WHO predictably and sustainably financed<\/strong>, free from the constraints of earmarked funding.<\/p>\n

    That investment supports three top-line goals:<\/p>\n

      6 billion people<\/strong> enjoying better health and well-being<\/p>\n<\/li>\n

    • \n

      5 billion covered by UHC<\/strong> without financial hardship<\/p>\n<\/li>\n

    • \n

      7 billion better protected<\/strong> from health emergencies<\/p>\n<\/li>\n<\/ul>\n

      Pharma\u2019s role: Access, innovation, responsibility<\/h2>\n

      The GPW 14 challenges the life sciences industry to go beyond innovation<\/strong>, toward shared responsibility. Antimicrobial resistance remains \u201calarming and largely unchecked.\u201d The strategy calls for robust regulation, transparent pricing models, and genuine public-private collaboration<\/strong>.<\/p>\n

      Meanwhile, digital health \u2014 from AI to telemedicine \u2014 offers enormous promise. But it must be safe, validated, and inclusive<\/strong>, particularly in underserved settings. WHO is building a new digital health platform, backed by partners like the World Bank, Bill & Melinda Gates Foundation, and UNEP.<\/p>\n

      Health in the age of complexity<\/h2>\n

Il 99% della popolazione mondiale respira aria inquinata oltre i limiti raccomandati. Pi\u00f9 di 735 milioni di persone<\/strong> soffrono la fame cronica, e 333 milioni<\/strong> sono in condizione di grave insicurezza alimentare.<\/p>\n

      Il GPW 14 insiste dunque sulla necessit\u00e0 di un approccio intersettoriale: dalla scuola alla finanza, dall\u2019agricoltura all\u2019urbanistica, ogni politica pubblica pu\u00f2 e deve contribuire al benessere collettivo. Si punta a misurare il progresso non solo in PIL, ma in “benessere prodotto lordo<\/strong>“.<\/p>\n

      A global agenda with local impact<\/h2>\n

      Crucially, the strategy focuses not only on vision but on delivery<\/strong>. WHO will invest in stronger country offices, \u201cdelivery for impact\u201d mechanisms, and performance frameworks that tie global goals to local realities. The message is clear: measurable results must happen at country level<\/strong> \u2014 in clinics, communities, and health systems.<\/p>\n

      For the pharma and life sciences sector \u2014 particularly in Europe \u2014 this implies a shift. Innovation is no longer enough. What matters is implementation<\/strong>, contextualization, and public value. The new era of global health calls for co-design, humility, and accountability<\/strong>.<\/p>\n

      WHO\u2019s 2025\u20132028 Global Health Strategy is not an abstract blueprint. It is an urgent, data-driven, and values-based roadmap. In a world facing converging crises, health is once again at the center \u2014 not only as a technical issue, but as a social, environmental, and economic imperative.<\/p>\n

      This is a moment of truth. A time to build stronger systems, fairer policies, and broader coalitions. A time to ensure that health, as declared in the WHO Constitution in 1948, is not a privilege, but a fundamental right for all people<\/strong>.<\/p>\n
