In 2022, the European Commission launched a new Global Health Strategy \u2014 a visionary document that, for the first time, integrates health into the Union\u2019s foreign policy, making it a geopolitical lever<\/strong> to promote stability, development, and multilateral cooperation. The strategy \u2014 aptly titled “Better Health for All in a Changing World”<\/strong> \u2014 was shaped in the shadow of the pandemic, but its outlook reaches far beyond emergency response.<\/p>\n

The first monitoring report<\/strong>, published in July 2025, COM(2025)392<\/strong><\/a>, provides an updated picture of the EU Global Health Strategy\u2019s implementation. Though technical in nature, the report carries significant political weight<\/strong>, offering valuable insights into where Europe is truly making a difference \u2014 and where it continues to chase ambitions not always backed by adequate resources and structures.<\/p>\n

The pillars of the strategy<\/h2>\n

The EU\u2019s strategic vision is built around three main priorities:<\/p>\n

  • Improving health and well-being<\/strong> for people around the world<\/li>\n
  • Strengthening health systems<\/strong> and achieving universal health coverage (UHC)<\/strong><\/li>\n
  • Preventing and addressing global health threats<\/strong>, including pandemic preparedness and response<\/li>\n<\/ul>\n

    These priorities are supported by 20 guiding principles<\/strong>, including the One Health<\/strong> approach, health equity<\/strong>, human rights<\/strong>, open science<\/strong>, and multilateral cooperation<\/strong> (see table).<\/p>\n

    Tangible progress achieved<\/h2>\n

    The report highlights key achievements from the 2023\u20132025 period:<\/p>\n

      Increased international funding<\/strong>: The EU has strengthened its contributions to the Global Fund<\/strong>, Gavi<\/strong>, Pandemic Fund<\/strong>, WHO Investment Round<\/strong>, and the Global Polio Eradication Initiative (GPEI)<\/strong>.<\/p>\n<\/li>\n

    • \n

      Promotion of local vaccine production<\/strong>: Through the MAV+ project<\/strong> and support for BioNTech Africa<\/strong>, the EU has backed regional manufacturing capacity in low-income settings.<\/p>\n<\/li>\n

      Strengthening of European agencies<\/strong>: With the development of HERA<\/strong> (Health Emergency Preparedness and Response Authority), Europe now has a permanent mechanism in place to address future health crises.<\/p>\n<\/li>\n

      Support for mental health, chronic diseases, and health workforce training<\/strong>: Delivered through programs such as Global Health EDCTP3<\/strong> and EU4Health<\/strong>.<\/p>\n<\/li>\n<\/ul>\n

      Two key operational approaches define Europe\u2019s identity in the field of global health:<\/p>\n

      • Team Europe<\/strong>: A structured model of cooperation between the European Commission, Member States, development banks, and other actors, aimed at maximizing collective impact in partner countries.<\/li>\n
      • Health in All Policies<\/strong>: A principle that views health not as the sole responsibility of health ministries, but as a priority to be integrated across all public policies \u2014 including environment, trade, security, and technology.<\/li>\n<\/ul>\n

        In 2024, a dedicated Joint Action<\/strong> was launched under the EU4Health<\/strong> program, involving 24 Member States to foster knowledge exchange, map priorities, and promote policy synergies.<\/p>\n

        A more engaged Europe in multilateral forums<\/h2>\n

        The strategy has made the European Commission more active on the global stage:<\/p>\n

        • It has taken part in negotiations for the new WHO Pandemic Agreement<\/strong> and the reform of the International Health Regulations (IHR)<\/strong>.<\/li>\n

            The pledged funds are significant but still tied to political cycles and fragile budgets. While the chart shows growth between 2022 and 2025, the real test will be maintaining these levels through 2030. The Global Gateway target<\/strong> \u2014 mobilizing \u20ac300 billion by 2027 \u2014 is ambitious but lacks transparency in its operational structure.<\/p>\n<\/li>\n

          2. \n

            Weak Intergovernmental Coordination<\/strong>
            The strategy can only succeed if cooperation between the Commission, Member States, and external partners is operational, not merely formal<\/strong>. In many areas \u2014 from health workforce training to vaccine procurement \u2014 fragmentation persists, limiting overall effectiveness.<\/p>\n<\/li>\n

            Monitoring and Transparency<\/strong>
            The 2025 report acknowledges the lack of a shared, reliable indicator system to measure real-world impact. Currently, monitoring is described as \u201cunder development\u201d \u2014 a euphemism that signals delays. Without transparent data, there is a risk that the strategy becomes more of a narrative exercise<\/strong> than a tool for true accountability.<\/p>\n<\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n

            Beyond Strategy: what kind of global health do we want?<\/h2>\n

            The real question is not just how much Europe invests, but how it defines its role in the world<\/strong>. Global health is not neutral \u2014 it is shaped by priorities, visions, and power dynamics. The EU advocates for a model of multilateral cooperation, but in a world marked by health nationalism and strategic regionalization, this approach must become more impactful and less self-referential<\/strong>.<\/p>\n

            Conclusions<\/h2>\n

            The EU Global Health Strategy marks a step change from past approaches. It redefines health not merely as an expenditure, but as a strategic lever. Yet its effectiveness will depend on:<\/p>\n

            • Clearer and more coordinated governance<\/strong><\/li>\n
            • Stable, impact-driven funding<\/strong><\/li>\n
            • Inclusive, transparent public monitoring<\/strong><\/li>\n<\/ul>\n
