By contrast, companies that have already secured such deals\u201426 global players to date\u2014benefit from full exemption until January 20, 2029.<\/p>\n<h2 data-start=\"77\" data-end=\"144\">Details of the proclamation: tiered tariffs and tight timelines<\/h2>\n<p data-start=\"146\" data-end=\"412\">According to the official White House text, the baseline tariff is set at 100% on the products listed in Annex I. Entry into force is scheduled for July 31, 2026 (120 days) for large companies and September 29, 2026 (180 days) for small and medium-sized enterprises.<\/p>\n<p data-start=\"414\" data-end=\"456\">However, there are calibrated exit routes:<\/p>\n<ul data-start=\"458\" data-end=\"921\">\n<li data-section-id=\"1cfzfvz\" data-start=\"458\" data-end=\"609\"><strong data-start=\"460\" data-end=\"489\">0% until January 20, 2029<\/strong> for companies that have already signed (or are finalizing) MFN pricing agreements and concrete onshoring commitments.<\/li>\n<li data-section-id=\"nu8aj6\" data-start=\"610\" data-end=\"723\"><strong data-start=\"612\" data-end=\"667\">20% (rising progressively to 100% by April 2, 2030)<\/strong> for those committing only to reshoring manufacturing.<\/li>\n<li data-section-id=\"axzayo\" data-start=\"724\" data-end=\"825\"><strong data-start=\"726\" data-end=\"733\">15%<\/strong> for products originating from the EU, Japan, South Korea, Switzerland, and Liechtenstein.<\/li>\n<li data-section-id=\"17h0og3\" data-start=\"826\" data-end=\"921\"><strong data-start=\"828\" data-end=\"878\">Reduced or zero tariffs for the United Kingdom<\/strong>, depending on future pricing agreements.<\/li>\n<\/ul>\n<p data-start=\"923\" data-end=\"1203\">Generics, biosimilars, and related ingredients are currently fully exempt (subject to review in one year). Also excluded are cell and gene therapies, orphan drugs, countermeasures for CBRN threats, veterinary products, and other categories deemed strategic for U.S. public health.<\/p>\n<p data-start=\"1205\" data-end=\"1524\">The White House justifies the measure by pointing to excessive dependence on imports: only 15% of patented APIs are produced in the United States, while 53% of patented drugs distributed on the U.S. market are sourced from abroad. \u201cGlobal supply chains are vulnerable to geopolitical shocks,\u201d the proclamation states.<\/p>\n<p data-start=\"1526\" data-end=\"1817\" data-is-last-node=\"\" data-is-only-node=\"\">The declared objective is twofold: to bring critical production back onshore and to lower drug prices for American citizens through the MFN mechanism, also accessible via the <a href=\"https:\/\/trumprx.gov\/\" target=\"_blank\" rel=\"noopener\">TrumpRx.gov platform<\/a>.<\/p>\n<h2 data-start=\"88\" data-end=\"137\">The &#8220;protected&#8221; companies and Italy\u2019s absence<\/h2>\n<p data-start=\"139\" data-end=\"674\">Even before the proclamation was signed, 26 multinational companies had already secured agreements, including <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Pfizer<\/span><\/span>, <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">AstraZeneca<\/span><\/span>, <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Eli Lilly<\/span><\/span>, <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Johnson &amp; Johnson<\/span><\/span>, <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Merck &amp; Co.<\/span><\/span>, and <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Novo Nordisk<\/span><\/span>. Altogether, they have pledged around $400 billion in investments in new facilities, R&amp;D, and manufacturing in the United States. Their products already benefit from multi-year exemptions.<\/p>\n<p data-start=\"676\" data-end=\"996\">No major Italian company appears in the lists published on<a href=\"https:\/\/www.whitehouse.gov\/investments\/\" target=\"_blank\" rel=\"noopener\"> whitehouse.gov\/investments<\/a> or <a href=\"https:\/\/trumprx.gov\/\" target=\"_blank\" rel=\"noopener\">TrumpRx.gov<\/a>. As a result, the national sector\u2014strong in the production of active pharmaceutical ingredients, branded medicines, and biotechnology\u2014remains exposed to the full tariff, unless rapid negotiation measures are undertaken.<\/p>\n<p data-start=\"998\" data-end=\"1451\" data-is-last-node=\"\" data-is-only-node=\"\">Italy exports pharmaceuticals and vaccines to the United States for a value exceeding \u20ac11 billion annually (Farmindustria data updated to 2025, showing steady growth). The U.S. is the leading non-EU market for Italian pharma. He further called for a forward-looking approach based on \u201csound pragmatism,\u201d warning against escalation that would ultimately benefit other global competitors such as China.<\/p>\n<h2 data-start=\"76\" data-end=\"135\">From Trump-era protectionism to the global supply chain<\/h2>\n<p data-start=\"137\" data-end=\"582\">This is not a bolt from the blue.
